PHILADELPHIA--Iconic merchant Allen Questrom, the former chief executive of J.C. Penney, Federated Department Stores and Neiman Marcus, has been named non-executive chairman of apparel retailer Deb Shops Inc. Earlier this year, Questrom joined Wal-Mart's board of directors.
